Chapter 232 Abel Walking on Three Legs(1/3)

Chapter 232 Abel walks on three legs

Little Laura didn't stay in Los Angeles long.

She completely recovered from her cold on April 22.

She soon returned to New York to continue her studies.

She is still a college student, she was transferred into the class, and her foundation is very weak.

In a family like hers, the knowledge and ability of the members who are more valued are still more important.

She took almost half a month off this time, which has already delayed a lot of her studies.

I can no longer accompany Abel.

And although the relationship has been confirmed, a formal ceremony has not yet been held.

It's not good to stay with Abel like this all the time.

Abel himself did not return to New York with little Laura.

According to his plan, he returned to Texas not long after little Laura left.

Tarrant County (in order to avoid harmony in the future, all counties will be changed).

City of Fort Worth.

Sheriff's Office.

Abel is sitting in Alexander's office chair.

He smiled and said to his father:

"Eh~ It's not that comfortable. It's much worse than the feeling in my office."

Alexander and Dwayne sat across from him.

DeWine, a former member of the County Council, is no longer a council member.

DeWine's current identity is the chief spokesman for the Tarrant County government and Alexander's staff.

Dwayne said with a smile: "This position looks glamorous, but it's actually just that."

If given a choice, most serious Americans would probably like to be more than ten billionaires.

Of course, it would be better if it could span the business and political circles.

In the United States, one has to reach at least the level of a member of the House of Representatives or the governor to enter politics.

Their influence is comparable to that of some billionaires.

If you are a billionaire, you can't even compare to some senators.

If it is a capital elite of Koch's level, the weaker owners of white houses cannot compare with them.

Unless you already have great influence and have accumulated many years of experience before taking these positions.

The situation is different again.

Abel could also see it, and he had already seen it from a lot of previous information.

Knowing that Alexander and Dwayne did not have an easy time sitting in their positions in Tarrant County.

The United States has special national conditions and its political system is very rare in the world.

Taking governors as an example, there are 50 states and one special district in the United States.

If we understand it according to the administrative system of Rabbit, the "state" in the United States is probably equivalent to the "province" of Rabbit, and the "governor" is similar to the "chief secretary".

But from the perspective of administrative powers, the power of the governor of the United States is not the same as that of the Chief Secretary of Rabbit.

The reason is that the governor's jurisdiction cannot control the county mayor, nor the mayor, nor the district mayor.

Taking Texas as an example, Texas currently has 254 counties and 59 cities.

These counties and cities are legally independent, have their own personnel and financial management systems, and are not under the leadership of the governor.

Therefore, although the county chief and city mayor only govern one county and one city, the scope of their administration is smaller than that of the governor in a state.

But there is no superior-subordinate-leadership relationship with the governor, and they have nothing to do with each other.

These county and city mayors are only responsible to the residents of their own county and city and do not take orders from the governor.

Similarly, for a county, the county chief cannot control the district chief.

Take Tarrant County, Alexandria, for example.

Tarrant County is a large county in Texas with a population of 1.44 million, accounting for a little more than 16% of the entire state's population.

Tarrant County is divided into nineteen districts (cities), and the district (city) mayors of these nineteen districts are elected by the people of the district.

According to legal provisions, these nineteen district (city) mayors constitute the county board of supervisors, and a chairman of the board of supervisors is elected by the people, with a total of 20 members, becoming the highest management body of the county.

The Sheriff and Deputy Sheriff are also elected by voters but are supervised by the County Board of Supervisors.

There is also a county council below, and this structure is:

County Sheriff - Board of Supervisors - County Council, such a triangular structure.

The Board of Supervisors + County Council are basically Tarrant’s “Congress.”

The Board of Supervisors is equivalent to the Senate, and the County Council is equivalent to the House of Representatives.

The county chief and deputy county chief are equivalent to the chief commander and deputy commander

In other words, it is basically a reduction of what the federal government does and puts it on a county.

Nothing else is different.

From a certain perspective, the county chief (general commander) not only cannot lead the district chiefs (governors), but also is responsible to the board of supervisors (parliament) composed of the district chiefs.

If the district mayors are dissatisfied with the performance of the county chief and deputy county chief, they can hold a meeting and vote to fire (impeach) the county chief.

In Tarrant County, although the county commissioner has jurisdiction over the entire county, he has no control over the district mayor.

There is no superior-subordinate relationship between them. Each district is responsible for the affairs within each district. Therefore, to voters, the county commissioner is not more important than the district president.

This is why Alexander Smith is a complete political amateur.

But one of the reasons why he was able to become the county chief so easily in just four or five months.

In addition to the fact that Alexander had a good reputation in the local area, plus Abel's money offensive.

It also has something to do with the fact that the county chiefs in various states and regions in the United States often do not have very great power.

It can be said that basically the structure of the United States from bottom to top follows this model.

It's a smaller version of the White House + Capitol Hill, even in Tarrant County.

This makes the Sheriffs the same as the owners of the White House.

When a chief (chief) is strong, prestigious and has political achievements, then this kind of structure can allow him to exert his ruling ability with the least effort and lead a country well.

For example, Roosevelt during World War II relied on his own abilities and reputation.

Under this structure, it can also convince the whole country.

But if the chief (general commander) is weak, then the whole county (United States) will start to do their own things, and no one will obey anyone else, and no one will listen to anyone else.

The hands and feet will perform different actions and steps respectively.

From the perspective of other countries outside the United States, it would feel like a schizophrenia.

For example, Ah Shi looks like this now.

Alexander took office for more than four months, and with the help of DeWine, he finally came up with a clue.

Before this, Alexander was a political amateur.

The largest management experience is the Smith Farm with about fifty people.

After all, before King MAGA came to power, the group he managed had about a thousand or two thousand people.

In terms of management experience, he is much better than Alexander at this time.

If Dwayne wasn't around Alexander, he would probably be even more blind.

But DeWine also has no actual governance experience.

DeWine has only ever been a county councilman.

Councilors don't need to govern the place, they just need to be able to force themselves and package themselves.

In other words, except for some staff and officials recruited later by the team.

Alexander, Sheriff Tarrant, currently has no one available.

If there is no one to use it, then how can we manage the place?

That is, with the rise of Abel and the local prestige of the Smith family.

The district chiefs all gave Alexander more face.

This allowed Alexander to still do some work and have some influence.
